Wood County Booking Photo Records
A booking photograph is a still image created by a law-enforcement agency after arrest or lawful custody. For a person held in a West Virginia regional jail or correctional facility, WVDCR Policy Directive 142.00 expressly lists the offender's file photograph among public offender-record fields. That gives a direct official basis for a focused request. It does not guarantee that every old image stays visible on a live search page or that no lawful redaction applies.
Wood County's custody structure determines which office may hold the image. The Sheriff operates the short-term Wood County Holding Center and may retain an arrest or holding photo. WVDCR operates North Central Regional Jail and Correctional Facility, the main regional destination for Wood County detainees. It also operates Parkersburg Correctional Center and Jail. A person can therefore have a local arrest-agency photo, a WVDCR file photo, or both.
Release does not change what the image proves. It records appearance during a booking or offender-file process. It does not establish guilt, the court outcome, the date of release, or present custody. Use the OID, court case number, date of birth, facility, and booking date to confirm identity, then read the court and release records for the event that followed.
Public-record and use limit: Lawful access may be affected by redaction, sealing, or expungement. Wood County Released Inmates is not a consumer reporting agency under the FCRA, and mugshot data may not be used for employment, housing or tenant, credit, insurance, or any other FCRA-covered purpose.
Wood County Mugshot Source Channels
No single channel preserves every Wood County released inmate mugshot. The official WVDCR jail detail may show a booking image while a record is available. A written request can reach an existing file photograph after the person drops from a current-custody result. Other channels have narrower roles and must not be treated as county release archives.

VINELink is mainly a custody-status and notification service. The Wood County research did not verify that its current public result supplies or retains a booking photo, so it should not be promised as a mugshot source. WVDCR or the arresting agency is the more defensible photo route.
Wood County Mugshot App Limits
No official Wood County, West Virginia sheriff inmate app was found. The Sheriff has an official Facebook presence, but no systematic release series or recurring booking-photo ledger was identified. The lack of a social post does not show that no booking happened. It only shows that the image was not found through that channel.
Search results require care because Wood County names appear in more than one state. Police-to-Citizen and jail-app results commonly point to Wood County, Ohio or Wood County, Wisconsin. Those systems do not document a Wood County, West Virginia release. Use official domains such as woodcountywv.com, dcr.wv.gov, and the West Virginia Judiciary.
The WVDCR jail search is a current custody or booking lookup, not a rolling release-photo feed. The county also has no official list of people released during a recent hour window. The absence and fallback process are detailed on the Wood County 24-Hour Release List. A photo found in the jail search still needs a separate release record before it can be described as tied to an actual release.

Request Wood County Booking Photos
A focused request is the strongest fallback when a released person's image is no longer shown online. West Virginia Code §29B-1-3 requires a reasonably specific public-record request. The custodian must respond within five days, excluding weekends and legal holidays, by producing records, setting an inspection time and place, or issuing a written denial with reasons. That is a response deadline, not a guarantee that a large production will be complete in five days.
- Identify the likely custodian. Use the Wood County Sheriff for a local arrest or Holding Center image, and WVDCR for an NCRJCF, prison, or correctional-center file photograph.
- Provide the full name, date of birth or OID when known, arrest or booking date, facility, agency, and Wood County case number.
- Ask for the specific existing booking photograph or WVDCR file photograph. Avoid a broad request for the whole file.
- For the Sheriff, use the official FOIA contact at foiasheriff@woodcountywv.com. For WVDCR, direct the written request to its records custodian under the agency's records policy.
- Ask for an electronic copy or in-person inspection and request a cost estimate before copies if the amount is uncertain.
- Read any denial or redaction explanation. Privacy, investigation, sealing, expungement, and statutory limits may affect disclosure.
The state public-records law permits actual reproduction costs. It does not permit search, retrieval, or employee-hour charges as reproduction costs. The agency need not create a new gallery, research a new photo list, or reconstruct a record that was lawfully expunged. Asking for one identified image makes the request easier to route and review.
WVDCR's public field inventory also includes release date and time, method of discharge, destination, OID, and court docket or offense. If the goal is to connect the photo with a release event, request those specific fields alongside the file photograph. Wood County Registry Photo Limits
The West Virginia State Police Sex Offender Registry may display a current photo for a person required by law to register. It is a specialized public-safety registry, not a general collection of Wood County released inmate mugshots. Most released people are not subject to it. Absence from the registry says nothing about an ordinary jail or prison release.
The registry warns that information may be under verification or change and that complete accuracy is not guaranteed. Its photo may be newer than the arrest image and serves a different record purpose. Do not use it to assign a release date. Corrections can be directed through the official registry contact, while a precise release event still belongs in WVDCR, facility, or court records.
Federal channels also remain separate. The Bureau of Prisons locator reports federal custody and release fields but is not a mugshot gallery. The U.S. Marshals Service maintains records from federal pretrial prisoner processing, including photographs, yet no public USMS photo locator was found. ICE's locator is a custody tool, not a historical booking-photo source. None replaces the Wood County Sheriff or WVDCR route for a state or local case.
Wood County Secondary Photo Sources
News archives and private arrest-photo publishers may preserve an image after an official live result changes. They are secondary sources. A publication date may predate dismissal, acquittal, sentence change, release, or expungement. Never infer a current legal status from an old caption or picture. Confirm identity and disposition through WVDCR and the court.
No commercial mugshot publisher or data broker is linked or endorsed. Their update and correction practices vary, and an image remaining online does not mean an official agency still lawfully displays the same record. If a report is wrong, use the publisher's correction channel and supply the current court or agency document. If a court entered an expungement order, provide the order only through the appropriate private process and official agency channels.
West Virginia's enacted statute does not contain the broad private-site pay-to-remove terms proposed in a prior bill version. Do not claim that state law categorically forces every private publisher to delete a photo under such a rule. The actual agency social-media statute and the state's expungement laws are the supported paths.
Wood County Expunged Photo Records
West Virginia Code §61-11-25 expressly includes arrest photographs, fingerprints, index references, and electronic arrest data in records that may be expunged after qualifying dismissal, acquittal, diversion, or deferred adjudication. When the court orders expungement, covered agencies must complete the required action and certify compliance. Public silence or a response that no record exists can be the legally correct result.
Section 61-11-26 supplies a different process for eligible conviction records after the required waiting period and completion milestones. Many offenses are excluded. An old Wood County release photo should not be reconstructed or republished when an expungement or sealing order applies. Consult the actual statute and court order because eligibility and scope turn on the case.
For a qualifying agency social-media post, use §62-1-6a with the dismissal, no-indictment, acquittal, or nullification document. For a broader expungement, contact the court and each agency named in the order. Private news or archive corrections are separate. Keep a copy of the final disposition or order so each source can evaluate the right legal basis.
Note: A missing Wood County booking photo may reflect ordinary roster turnover, lawful removal, sealing, or expungement, so absence proves no single cause.
Wood County Mugshot Social Rules
West Virginia Code §62-1-6a limits when a law-enforcement agency may share the booking photograph of a person arrested for an alleged minor offense on social media. Listed exceptions include a fugitive or imminent-threat situation where publication can aid apprehension or reduce the threat, as well as a court order based on a legitimate interest. The same section creates a removal process for an image the law-enforcement agency posted on social media. After a proper request by the subject or authorized representative, removal is due within 14 days when the charge was dismissed, the grand jury did not indict, the person was acquitted, or the conviction was reversed, vacated, or otherwise nullified. Follow the statute and give the agency proof of the qualifying court result.

WVDCR and its subordinate organizations are excluded from this section's definition of a law-enforcement agency. The social-media rule must not be stretched into a ban on WVDCR offender-search images or file-photo disclosure. WVDCR's own record policy and the general public-record law govern that channel.
