Wood County Release Records Explained
Wood County does not have one county-branded, long-term jail and roster. The Wood County Sheriff's Office operates a short-term Holding Center, while the West Virginia Division of Corrections and Rehabilitation, or WVDCR, operates the regional jail system. Most Wood County prisoners who need continued detention go to North Central Regional Jail and Correctional Facility in Doddridge County. Parkersburg Correctional Center and Jail is a separate WVDCR work-release facility for screened state offenders. Each agency records a different part of the custody path.
A release record should answer who left, which custody ended, when it happened, the legal method, and what status followed. Departure can mean bond, dismissal, time served, sentence expiration, parole, conditional release, home confinement, or a transfer. Only some of these return the person to unrestricted community life. A regional-jail entry that disappears can also reflect admission to the prison system. The release date, method, destination, court docket, and transfer field must be read together.

Wood County Inmate Release Types
The legal route controls which record confirms a Wood County inmate release. A court order may explain why someone should leave, but it does not always give the actual gate-out time. Conversely, a WVDCR movement entry can show the physical event but may require the court docket to explain the authority. These common outcomes should not be collapsed into a single status.

Probation is different again. A Wood County court may impose probation without a state-prison release. The sentencing order and Adult Probation Office are therefore the proper sources. A person on parole or mandatory supervision is physically out of the institution, yet the sentence may not be fully discharged.
Wood County Release Record Fields
WVDCR Policy Directive 142.00 provides an unusually detailed inventory of public offender information. It supports more than a simple name and date. Identity fields help separate people with similar names, sentence fields show the legal term, and movement fields distinguish release from transfer. Protected victim, investigative, medical, and security information may still be withheld or redacted.

A date of actual release is retrospective. A projected minimum discharge date is a calculation that can change. An Official Certificate of Discharge may document the later end of supervision. The record should preserve those milestones as separate facts. No verified source sets a fixed public display period for an individual Wood County release entry, so an old event may require a written request.
Request Wood County Release Records
Send a focused request to the custodian that created the record. For a Holding Center event, the Sheriff's Office can hold the local booking, photograph, release, or transfer entry. For NCRJ or PCCJ custody, WVDCR is the records custodian. Name the existing document when possible, such as the Discharge Document, Booking/Movement to Population Record, Final Disposition Report, or time sheet.
- Give the full name, date of birth if known, WVDCR OID, Wood County case number, facility, and a narrow custody date range.

West Virginia Code §29B-1-3 requires a response as soon as practicable and within five days, excluding weekends and legal holidays. The custodian must produce the record, set an inspection time and place, or deny the request in writing with a reason. Wood County Release Court Records
Wood County release confirmation often crosses two court levels. Magistrate Court handles misdemeanors, bail, and the first stage of many felony matters. Circuit Court handles felony prosecution and sentencing. Related entries can therefore appear in both systems. A court docket may show bond, dismissal, acquittal, probation, a sentence credit for time served, revocation, or commitment to WVDCR.
Start at the West Virginia Judiciary Court Record Access gateway. The free Magistrate Record Search accepts a first or last name or case number and returns up to 30 records, but it does not supply the underlying document. The circuit portal covers all counties and makes public documents available to registered users for a nominal fee. When an index is unclear, ask the proper Wood County clerk for the signed order.

This split matters because the order date explains legal authority, while the WVDCR record establishes the actual custody movement.
Can a missing court result prove there was no custody event? No. A record may be restricted, sealed, expunged, outside the online index, or held only by the clerk. Treat the result as a search outcome, not a universal history.
Find Released Wood County Inmates
A reliable Wood County released inmate search begins with the last known custodian. The live WVDCR jail search answers who is returned by the regional-jail system now. It is not a historical release archive. A name that drops from that search may have been released, transferred to a prison, moved under a hold, or removed during a database change.
- Search WVDCR Offender Search for Jails and record the OID, facility, booking date, jurisdiction, case number, and status that actually appear.
- If the jail entry is gone, search WVDCR Offender Search for Prisons at once. A prison result can reveal continued state custody.
- Check West Virginia VINE for a status change and compare the wording and time with the corrections results.
- Search Wood County magistrate and circuit cases for the order that may explain bond, dismissal, sentence, probation, or transfer.
- Call NCRJ for a current operational check, then request a dated movement or discharge document for durable proof.
- Use BOP, ICE, or USMS channels only when the facts point to federal or immigration custody.
A released person normally leaves a live jail roster. Absence proves only that the search is not returning the person there; it does not prove community release.
The same-day method uses this reconstruction because no official county release feed exists. For one known person, keep the OID and case number so later searches remain tied to the correct identity.
Wood County WVDCR Release Search
WVDCR separates Daily Incarcerations, Offender Search for Jails, Offender Search for Prisons, and Escapees and Absconders. Daily Incarcerations reports recent admission activity. It is not a release feed. The jail search concerns regional-jail records, while the prison search is the first check for a person serving a state-prison sentence. This separation is crucial after a Wood County inmate vanishes from an NCRJ result.

WVDCR warns that fast-changing jail data may not reflect a true current location, release date, or status. The current public application was access-blocked during research, so no specific released-status label or public projected-date field was verified. Read only what the live official result displays and corroborate it with VINE, the court, the facility, or a records response.
Wood County Home Confinement Release
Home confinement is a distinctive Wood County custody path. The Sheriff's Office says Wood was the first county in West Virginia to implement the program, beginning in the late 1980s, and maintains a dedicated unit. A person moved from NCRJ to home confinement has left the jail building, yet remains subject to a court order and local monitoring. Calling that event a final discharge would misstate the person's legal status.
Verify the signed court order first. Then contact the Sheriff's Home Confinement operation if an appropriate status or routing question remains. Keep the physical jail departure, start of home confinement, and later completion of the restriction as separate dates. If the WVDCR jail entry has disappeared, the court order explains why the person is no longer housed at NCRJ, while the local unit is the relevant operational contact.
Note: Home confinement is community-based custody, not proof that the sentence or all court restrictions have ended.
Wood County Release Property Records
Release questions often involve more than custody status. WVDCR's offender-record taxonomy identifies an Inmate Personal Property Inventory, a Discharge Document, and records connected with securing identification for release, including Social Security card and birth-certificate material. These document names allow a precise request when property, discharge papers, or identity records are missing or appear inaccurate.
Ask the agency that maintains the record to correct a specific field or locate a named document. State the facility, OID, custody period, item or field at issue, and the date it should have been returned or created. Avoid a broad request for an entire file when one inventory or discharge paper answers the question. WVDCR may redact protected content, but a narrow request helps the custodian isolate the public portion.
Wood County Release Record Fees
West Virginia Code §15A-5-8 assesses a $30 processing fee when a person is first booked into jail. That charge is not a fee for release, not the price of a release lookup, and not the cost of a public-record copy. Keeping these categories separate prevents a booking obligation from being presented as a barrier to obtaining proof of release.
For a public-record request, §29B-1-3 allows actual reproduction cost but bars search, retrieval, and employee-hour charges as reproduction fees. The Wood County Sheriff's page does not publish a fixed local reproduction schedule for Holding Center records. Ask for an estimate before copies are made. If the request can be supplied electronically, state that preference.
Wood County Post-Release Status
Parole, probation, and VINE answer different questions. WVDCR Parole Services supervises state parolees and certain interstate cases. Wood County Adult Probation operates through the Fourth Judicial Circuit. VINE supplies WVDCR custody status and change notifications, but it is not the court order or discharge certificate. No public person-by-person Wood County parole or probation roster was found.
Use the document that created supervision. A probation order points to the Wood County Adult Probation Office. A Parole Board grant followed by actual institutional release points to WVDCR Parole Services and the Parkersburg Parole Office. Ask for status as of a stated date, because a past parole release does not prove supervision is still active. Active, discharged, revoked, and transferred supervision are distinct results.
West Virginia VINE is available through VINELink and by phone. Transfer notifications may be delayed until arrival at the receiving institution for safety. Silence during a move must not be read as release. Save the alert date and exact wording, then compare it with the durable WVDCR or court record when the legal reason matters.
Wood County Two-Stage Release Trail
A Wood County arrest can begin at the locally operated Holding Center and continue about 45 miles away at NCRJ in Greenwood. The Sheriff expressly says it transports prisoners to the Regional Jail, and NCRJ lists Wood among the counties it serves. This two-stage chain explains why a search for a conventional Wood County jail roster can lead to the wrong state or the wrong type of record.
Someone seen leaving the Holding Center may be headed to NCRJ, returning to NCRJ after a Wood County court appearance, or leaving local custody. The Holding Center record should identify release versus transfer. If transport occurred, the WVDCR jail entry and NCRJ record become the next custody sources. Search by identity and jurisdiction, not just a facility name, and use official West Virginia domains.

Wood County Work-Release Status
Parkersburg Correctional Center and Jail creates another local status trap. PCCJ is a WVDCR minimum-security work-release facility for screened male offenders, not the normal booking site for a new Wood County arrest. A resident may work in the community while remaining in state custody. Community presence is therefore not proof of release, and a facility transfer is not final discharge.
Use the WVDCR prison search, VINE, parole or mandatory-supervision documentation, and the discharge record. A true PCCJ departure may be parole, mandatory supervised release, final discharge, or movement to another WVDCR institution. The individual record determines which one occurred. PCCJ follows this state-prison path rather than the regional-jail route.
Wood County Federal Release Checks
Federal and immigration locators are fallbacks, not substitutes for WVDCR. The Bureau of Prisons locator covers sentenced federal inmates from 1982 forward. A past release date with no facility, or a result marked RELEASED, means the person is no longer in BOP custody. It does not rule out federal supervision or custody by another system. A future BOP date remains projected and can change.
ICE's locator covers adults currently detained and people released from ICE custody within the preceding 60 days. A regional-jail handoff to ICE is a transfer, not community release. USMS handles federal pretrial prisoners until acquittal or delivery to BOP, but it has no general public name locator. Use the federal court order and a specific USMS records request when a BOP miss does not resolve that path.

Wood County Release Facilities
Three facilities form the local adult custody map. Each has a separate operator and confirmation route. Juvenile programs are not part of this adult released-inmate search, and no BOP prison or dedicated ICE detention center was identified in Wood County.
